Mutiny in the County (1940)

When some pesky boys accidentally break his window playing baseball, and Edgar accidentally throws their baseball at some cops, he is cited and told to report to the judge. Edgar is sure it will be an open and shut case, as it was really the boys' fault. But what he doesn't count on is that his court date falls on the one day of the year in which the city's municipal offices are put under the control of young boys.
