It's a street scene in Saigon. Europeans in white walk about, while natives go about their strenuous work.It's shot by Francois-Constant Girel. He was born in 1873, and was studying to be a pharmacist when he was lured to work for the Lumieres by a brother-in-law. He shot some movies in Europe, then went to Japan to open the first cinema there on February 15, 1897 in Osaka; while present, he sent back movies of the Far East.He returned to France a year later. Unable to find a job in the industry, he went back to life as a pharmacist. He died in 1952.(Information on Girel from Luke McKiernan's invaluable "Who's Who of Victorian Cinema" site)
