The scenes take place in the surroundings of the Danube Delta of Romania, during the years 1999-2000 when the whole political and economical crisis in Romania could be felt strongly. All situations are pretty deep and realistically presented by director Thomas Ciulei. The script is in Romanian, but English subtitles are included as well. If you're wondering about the meaning of the title, it's a saying that Romanian people use. Often times the word "viata" is included, which can be assimilated to the French "c'est la vie".
