The movie is set on a noisy street in a large Europiean city with tempting store windows and impressive buildings reaching for the sky, behind the facade of one of them is going on something, which contrast with the beauty and the mood of the general public. A tormented person's face is slowly reaching up and crying for water. The Bulgarian Pavlov after three years of service in a spy network is being tortured. He and the agent going by the name of "The Bird" are suspected to operate as undercover agents for the Bulgarian Secret Services. Soon this serious accusation will be dismissed. The Bird continues to complete his assignments and Pavlov is venturing on a secret mission. Under the order of chairman of the Central headquarters Smith, the tortures were handled by Mr. Robert Huston who was a colleague of Pavlov's. Pavlov does not forgive easily and he puts down Huston constantly. As a result Smth orders Pavlov to lead the next operation and Huston to be subordinate. The operation's goal is the recruitment of the Bulgarian national Bozhanova, who is to arrive with a trade delegation. This move is just a small bit of the larger plan for the neutralization of a missile site in Bulgaria. Pavlov and Huston are transfered to Bulgaria.They are playing a complicated game based on their mutual hatred for each other. The highly intelligent Huston has a single weak spot, his love for his daughter Liya. This circumstance becomes the reason for a call of his conscience. When he receives an order to blow up a dam in Bulgaria, he refuses. The fierce confrontation between the men ends in Bulgarian Secret Services.
