Little Bo Peep has lost her sheep and doesn't know where to find them, so she calls the cops, in the form of Oswald and Humpty Dumpty. They haven't been kidnapped. They ran away and are terrorizing nursery rhyme characters by pelting them with pies.Oswald got his final redesign with this cartoon, and it's all right; a little less childish than the previous design. The problem with this cartoon, aside from the rolly-polly kiddie design of all the other characters, and the oddly minimalistic movement, and limited nature of the gags (lots of thrown pies and little else for the last two or three minutes), is the cheating, the use of cyclical motion to reduce the expense of producing the cartoon by repeating bits of it several times. These all indicate that Oswald was in trouble, that Lantz was trying to save money, and that he soon would be looking for a new star for his cartoon factory.
