George (Jamie Kennedy) has dreams of meeting his favorite celebrities and hopes of even becoming one. He will leave no stone unturned in making it as part of the "in" crowd in Hollywood. One night at a party in the Hollywood Hills, George, a struggling screenwriter, has a chance encounter with his idol, Kyle Carey (Loren Dean). Although Kyle is an actor whose star needs a little polishing, George befriends him in the hopes that he will become one of the hip and trendy players in Tineltown. After their evening on the town, George awaits Kyle's phone call to "hang out", but it seems that the only times Kyle calls George are when he needs a ride somewhere or when he is in an embarrassing situation. Always the optimist, George gladly comes to Kyle's rescue on numerous occasions, because he truly believes that Kyle is his ticket to stardom. Kyle promises to get him a meeting with his agent and invites George to join him and his model girlfriend Iona Shirly (Carmen Electra) during their chic evenings out at the "Stardust Lounge". Now, George is on top of the world and living the Hollywood lifestyle. He becomes so wrapped up in Kyle, that he alienates his best friends Sandra (Bridgette Wilson-Sampras), Manny and Philip. Although his friends can see that Kyle is only using George, George thinks that they are just jealous of his exciting lifestyle. However, George's Hollywood world starts to crumble when Kyle has a confrontation with the law which causes him to lose more than his dignity. He gets fired from the movie he is currently shooting. His agent drops him as a client. And, his girlfriend dumps him. This time, Kyle asks George for the ultimate favor - a place to live. The two become roommates and George supports Kyle through his tough times. Desperate for money, Kyle comes up with a ridiculous scheme to kidnap Faye Dunaway's dog and hold her for ransom. George gets pulled in to helping him and, when things go wrong, decides to run himself in to the police. After all, he is a screenwriter, and he rationalizes that he can turn his story into a big movie deal. Starstruck is a hilarious look at making it - and losing it - in Hollywood.
