The Russian conspirator Concordia arrives from Munich at the railway station of the Bulgarian port city Varna. She meets the Bulgarian Ivan Zagubanski and gives him two suitcases with false bottoms, which contain a secret consignment of the latest issue of a newspaper "Iskra". Lenin publishes this newspaper in Munich. Zagubanski makes the crossing to Odessa several times. The director of the Russian royal police and his assistant Gesberg trace the channel. At the Odessa the student, Dokumiga, distributes the paper among the workers. The police arrest Dokumiga. Under interrogation, he gives away the address of the safe house. Zagubanski almost runs into an ambush, but manages to escape. It is known that Lenin lives in Munich with a Bulgarian passport provided by Georgi Bakalov from Varna. Gesberg arrives in Varna and goes to Bakalov's bookshop. He introduces himself as a democrat. Bakalov suspects who is the visitor. He warns Zagubanski of the danger. However, Zagubanski boards the boat to Odessa. Dokumiga meets him and turns him in to the police. His captors badly beat Zagubanski in jail. The other prisoners mutiny against the captors.
