A Bavarian village has financial problems due to the declining tourism. The Mayor Sepp Ploderer has an idea for improvement: Vögelbrunn is to become a market town and receive millions of euros in funding. However, seven registered citizens are still missing. In order to achieve this until the next census, the mayor announces a reward for conceived children. The passing Italian Roberto is happy to help out.
