Army Sgt. Charley Chase, an aspiring albeit not very good songwriter, is the cause of grief for most of his superior officers, such as the General and Lt. Griffin. Charley is able to sell one of his reworded songs to President of the Revolutionary Party of Nicarania as Nicarania's national anthem. What Charley was unaware of at the time was that the President is a wanted man, the General who is able to capture him and place him under the watch of Lt. Griffin. Hijinks ensue when penniless Charley and his equally penniless friends try to get supplies for a party with Charley's Latina girlfriend Rita and her friends, and to get the President out of jail solely so that he can sing in Charley's quartet for the party. Charley has to hope that the President keeps to his word and returns to jail after the party is over.
